The low-slope section is where the leak is

Neither is better. But a contractor quoting an old Bellaire ranch from a photograph is guessing, and the guess is usually low. Ask for the decking and layer count to be verified rather than assumed, and for a per-sheet decking price in writing.
Mature oaks, and what they do here
Bellaire's tree canopy is one of the reasons people live here, and it is genuinely good for a roof — shade slows ultraviolet ageing meaningfully.
The costs are specific. Leaf litter in valleys and gutters, which dams water. Limb contact, which abrades shingles in ordinary wind. And limb falls, which are the real risk — a mature oak limb carries far more weight than a pine branch and can crack decking outright.
Keep six to ten feet of clearance where you can, and have the roof checked after any significant limb fall rather than waiting for a leak.
When a neighbour rebuilds
A teardown next door affects your roof in ways worth knowing about. Construction debris lands on it. Mature trees usually come out, changing how much sun you take. And a new structure two storeys taller than the old one alters wind flow across your roofline, which can lift edges that were fine for decades.
None of it is catastrophic. It is worth an inspection after the work finishes, and worth photographing your roof before it starts.
